SHIFT was created to address a critical gap in the long-term services and supports field — the lack of structured, high-quality education focused on a Technology First approach to services.

As technology rapidly evolved, a small but growing number of states and organizations began to recognize its potential to support people in new ways — helping people achieve personal goals, increase independence, and rely less on traditional supports. At the same time, emerging technology vendors were introducing powerful, innovative tools designed to enhance daily living, communication, and community participation.

What was missing wasn’t the technology — it was the knowledge, confidence, and systems needed to implement it effectively and sustainably, in a person-centered way.

Today, SHIFT is the nationally recognized leader in education and accreditation for professionals and organizations across the long-term services and supports field. We have partnered with more than 350 organizations across 37 states and Canada. SHIFT advances both Technology First and Employment First through comprehensive education, professional certification, and organizational accreditation. We provide:

2008
SHIFT's Foundation

The Consultation and Education on enabling technology with state agencies and organizations began that would become SHIFT.

2014
SHIFT's Start

SHIFT was founded by disability rights advocates collaborating with state agencies and technology vendors. Formalized Technology First education was framed and delivered live to partners.

2018
Technology First Education

SHIFT's virtual Technology First education was made available to all states and organizations.

2020
Technology First Accreditation

Formal Technology First Consulting and Accreditation were Introduced to build and recognize excellence in practice.

2024
Employment First Launch

Developed and introduced Employment First EducationAccreditation and Consulting with a focus on enabling technology.

2026
Continued Growth

Ongoing expansion of programs, services, and impact.
